To rename a file in the local workspace, highlight the file and select 'Rename' from the context menu and enter the new name. To move a file in the local workspace, highlight the file and select 'Move' from the context menu. This will launch the File Move dialog allowing you to specify a parent folder and enter a new name. The selected files will then be moved and renamed in the local workspace and a changeset will be created under the 'Local Changesets' node, if one didn't already exist, with the new change item included.

To move a folder in the local workspace, highlight the folder and select 'Move' from the context menu. This will launch the Folder Move dialog allowing you to specify a parent folder and enter a new name. A delete change item will then be created for the old folder (and any sub folders) and an add change item will be created for the new folder (and any subfolders). A change item will also be created for each file contained within the folder (or a subfolder). This change item shows the file move from it's original location to the new folder location.
